REPORT OF DPCU MONITORING ON CLTS SCALE UP

PARTICIPANT: JIMAH YAKUBU (DCD), REUBEN AZILAKU(DEHO), DERY(MOFA),AND    ALHASSAN ISSAH(DPO)

COMMUNITIES: WAWASU, PEPESU, DODO TAMALE DAVIEKODZI, AND MENUSU

INTRODUCTION: Community Led Total Sanitation (CLTS) is a national policy to mitigate open defecation and it consequences. It sort to sensitise households to construct latrine with hand washing facility using locally availably materials. The protocol of implementation starts with the identification of a community as practising open defecation (OD), trigger the community to ODF basic(that is, there is no naked faeces seen in the community), facilitate their progress to ODF(that is, households latrine coverage is up to 80%) and onwards to sanitize community(that is, 100% household latrine coverage with adequate hand washing and better liquid and solid waste management). The stakeholders in the implementation process at the district level include the DEHO, DPCU, DICCS, CLTS focal person, field facilitators, natural leaders, traditional authorities, Assembly Men and Women and the citizens at large. Over the years, the result has been dwindling, several tools and controls measures have been adopted to scale up implementation and sustain the gains. Notable among them are; incremental strategy, natural leaders network, Zonal parenting, among others. The latest is the DPCU monthly monitoring to meet the target set for 2017.

FIRST COMMUNITY (WAWASU)

Wawasu is ODF community, hence the visit was to help them clime to sanitize community and sustain the achievements. DEHO took the opportunity to remind the community of where they are and where they need to be. He said the effort of natural leaders is highly recognize by national, regional, and District Assembly, hence there is all reasons to do more and improve their chances of external interventions.

DCD took the opportunity to congratulate the community leaders and the citizens for their great achievement and encourage them to do more. He said, the newly small town pipe system, reshaping of Asato-Wawasu road, and a potential construction of Asato-Wawasu road are some of few development interventions the community has benefited as a result of their performance in attaining ODF status.

Mr. Dery took the opportunity to link agricultural production and good sanitation practice. He said, productivity is directly proportional to good health, where as good health is determine by proper sanitation practices. The objective of CLTS has a lot to do with agriculture, hence we are entreating each and every one to adhere to CLTS message to improve and sustain agriculture productivity of the district.

SECOND COMMUNITY (PEPESU)

Pepesu is ODF basic community and all the effort to covert the community during 2016 RICCS verification prove futile. The community was later divided into five sub-division, then after, the Zongo section was declared ODF.

The chief welcomes the team with the remarks that only ten(10) households in the community don’t have latrine. But their main issue is attitudinal, the people are still not oriented on the use of household latrine at the expense of OD. They prefer the later, hence all effort now must be channel towards proper sanitation education.

The DCD emphasis on the need to double their effort by sitting Wawasu example. He said the people of Wawasu now have small town pipe system as a result of their effort in attaining ODF status. DEHO added that, the community has been added to World Vision 2017 target, he entreat them to take advantage of the opportunity to get converted before the opportunity expires. Then after, the legal regime will be apply.

The impasse between the Zongo community and the WASN’T committee on the management of newly constructed borehole in the Zongo community has been resolve half way by the team. We are waiting for the WASN’T committee to regularise their financial management according to CWSA standard, then we can annex the management of the Zongo borehole to the committee.

 

THIRD COMMUNITY (DAVIEKODZI)

The community is ODF basic and close to ODF status if the ongoing latrines constructions are completed.

DEHO explain to the congregation that, the effort field facilitators are doing to get the community ODF should be taken serious. Other communities who have attained ODF status are receiving awards from national,regional and district levels. And their health conditions is improving. The persuasive period of CLTS is coming to an end, and very soon we will start implementing the legal regimes.

The objective of CLTS has a lot to do with agriculture, hence we are entreating each and every one to adhere to CLTS message to improve and sustain agriculture productivity of the district.

The DPO took the the opportunity to link general development to sanitation. He said, development is intertwine, hence failure of one sector will affect productivity of all other sectors. As an example, poor sanitation practices will affect health, agricultural, education, security among others, as all people working in these sectors can fall sick and produce less or not at all. The team inspect few ongoing latrine construction and encourage them to finish before next RICCS verification.

 

FOUTH COMMUNITY (MENUSU)

The community has been ODF basic since 2013, and all effort to convert them to ODF prove futile. Their present starts stand at 68% latrine coverage and the ongoing latrine construction are far from completion.

DEHO took the opportunity to explain to them that, a lot of effort has been channel towards converting the community to ODF status, but all is indicating to the fact that only the law can help. He gave them up to the end of the year to speed up to ODF status else the law will take it course.

The Assembly man pleaded for extension to June 2018, DCD granted his plea on the condition that he take responsibility of the community’s conversion.
