{"id":70,"date":"2016-07-20T16:47:47","date_gmt":"2016-07-20T16:47:47","guid":{"rendered":"http:\/\/localhost\/lekma\/?page_id=70"},"modified":"2017-02-27T15:37:05","modified_gmt":"2017-02-27T15:37:05","slug":"structure-of-assembly","status":"publish","type":"page","link":"http:\/\/kada.gov.gh\/index.php\/structure-of-assembly\/","title":{"rendered":"Structure of Assembly"},"content":{"rendered":"<h3 style=\"text-align: justify;\">Administrative setup<\/h3>\n<p style=\"text-align: justify;\"><strong>The District Assembly:<\/strong><br \/>\nThe Kadjebi District Assembly is responsible for the over all development of the District, and is the highest political and administrative authority according to PNDC law 207 and the Act 462. The Kadjebi District Assembly, is headed by the District Chief Executive. The District Assembly is composed of the Executive Committee chaired by the District Chief Executive.<\/p>\n<p style=\"text-align: justify;\">This Committee serves as a linkage between the District Chief Executive and the five sub-.committees. The Sub-committees are as follows: &#8211;<br \/>\n*Development planning<br \/>\n*Social services<br \/>\n*Finance and Administration<br \/>\n*Justice\/Security<br \/>\n*Works<\/p>\n<p style=\"text-align: justify;\">Below the District Chief Executive, Administratively, is the District Co-ordinating Director (DCD) who performs administrative functions. Under him are the Decentralized Departments (Health, Agric, Education,Town and Country (Physical) Planning, Disaster Prevention, Social Welfare and Community Development and Works), Administration, Finance, District Planning &amp; Co-ordinating Units.<\/p>\n<p style=\"text-align: justify;\">The District Assembly is presided over by a Presiding member who is elected from the members of the Assembly by at least a two-thirds majority. The Kadjebi District Assembly is charged with the task of programme formulation, budget preparation and promotion of development activities within the Kadjebi District. It has 30 elected members from 30 electoral areas and 16 government appointees.<\/p>\n<p><strong>Sub Committees:<\/strong><br \/>\nThe sub-committees are saddled with the responsibility of deliberating on specific issues and submitting their recommendation to the Executive Committee, which in turn presents them to the District Assembly for ratification.<\/p>\n<p style=\"text-align: justify;\">The Chairmen of the five (5) sub committees of the District Assembly are members of the Executive Committee. These sub committees are<br \/>\ni.&nbsp;&nbsp;&nbsp; Finance and Administration<br \/>\nii.&nbsp;&nbsp; Development Planning<br \/>\niii.&nbsp; Social Services<br \/>\niv.&nbsp; Justice and Security<br \/>\nv.&nbsp;&nbsp; Environmental Management<br \/>\nvi.&nbsp; Works Sub-Committee<\/p>\n<p>The following also exist to assist the development process: &#8211;<br \/>\ni.&nbsp;&nbsp;&nbsp; District Water and Sanitation Management Committee<br \/>\nii.&nbsp;&nbsp;&nbsp; District Environmental Committee<br \/>\niii.&nbsp;&nbsp; District Disaster Management Committee<br \/>\niv.&nbsp;&nbsp; District Education Oversight Committee \u2019<\/p>\n<p>District Planning Co-ordinating Unit:<br \/>\nThere is a District Planning Co-ordinating Unit established to&nbsp; provide a secretariat and advisory services to the executive&nbsp; committee. It performs planning, programming and budgeting functions. This all-important technical wing of the District Assembly has only one Development Planner supported by a Budget Officer.<\/p>\n<p>The District Administration consists of the following departments: &#8211;<br \/>\ni.&nbsp;&nbsp;&nbsp; General Administration<br \/>\nii.&nbsp;&nbsp;&nbsp; Development Planning Co-ordinating Unit<br \/>\niii.&nbsp;&nbsp; Works Department<br \/>\niv.&nbsp;&nbsp; Finance Department<\/p>\n<p>Development Institutions:<br \/>\nThe developmental institutions in the District Assembly include seven-Nine (9) out of the stipulated eleven (11) Decentralized Department,Non Decentralized Department and Non Governmental organizations.<\/p>\n<p>Decentralized Departments, which are presently in the District, include the following:-<br \/>\ni.&nbsp;&nbsp;&nbsp; Education<br \/>\nii.&nbsp;&nbsp;&nbsp; Social Welfare<br \/>\niii&nbsp;&nbsp; Community Development<br \/>\niv.&nbsp;&nbsp; Health<br \/>\nv.&nbsp;&nbsp;&nbsp; Ministry of Food and Agriculture<br \/>\nvi.&nbsp;&nbsp; Department of Feeder Roads<\/p>\n<p>The following are non-decentralized department in the district: &#8211;<br \/>\ni.&nbsp;&nbsp;&nbsp; Ghana National Fire Service<br \/>\nii.&nbsp;&nbsp;&nbsp; Birth and Death Registry<br \/>\niii.&nbsp;&nbsp; Environmental Health Department<br \/>\niv.&nbsp;&nbsp; Department of Co-operatives&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\nv.&nbsp;&nbsp;&nbsp; National Mobilization Programme&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<p>The following departments oversee the District from Jasikan District:<br \/>\ni.&nbsp;&nbsp;&nbsp; Forestry Department<br \/>\nii.&nbsp;&nbsp;&nbsp; Land Valuation Department<br \/>\niii.&nbsp;&nbsp; Audit Service<br \/>\niv.&nbsp;&nbsp; Town and Country Planning Department<\/p>\n<p><strong>Sub District Structures:<\/strong><br \/>\nThese represent the base structure of the local government system. Sub District structures in the Kadjebi District are:&nbsp;<br \/>\ni.Town\/Area Council<br \/>\nii.Unit Committees<br \/>\ni. Town and Area Councils<\/p>\n<p>The District has been zoned into 6 Town and Area Councils, however, only 5 are actively functional. These are: &#8211;<br \/>\na.&nbsp;&nbsp;&nbsp; Kadjebi Town Council<br \/>\nb.&nbsp;&nbsp; Asato Area Council<br \/>\nc.&nbsp;&nbsp;&nbsp; Ahamansu Area Council<br \/>\nd.&nbsp;&nbsp; Dodo Area Council<br \/>\ne.&nbsp;&nbsp;&nbsp; Dodi Area Council<\/p>\n<p>The 6\u2019 Area Council called Amanta, which comprises of Dapaa, Pampawie and Ampeyo has not been made functional because of the dispute over the sitting of its headquarters.&nbsp; The early resolution of the misunderstanding will pave way for the development of the area.<\/p>\n<p><strong>Unit Committee:<\/strong><br \/>\nThere are about 78 unit committees in the District.
